A water carter permit is required to take water from a public standpipe if the standpipe is in an area under Water Restrictions By-Law No10. Commercial water carters and private individuals must have a permit.

If your application is approved you will receive by post a windscreen permit to apply to your vehicle, and also a permit card which you must present when requested by an officer of Coliban Water.

Potable and Raw Water
All water taken from standpipes (public or private) must be used in accordance with the water restrictions in force at the time. You can find out more about Stage 1, Stage 2, Stage 3 and Stage 4 water restrictions by downloading one of the fact sheets or through reading Water Restrictions By-Law No 10.

>Enforcement of Water Carter Permits
Our Water Enforcement Team visits standpipes on a regular basis, to monitor use and to educate water carters on approved uses for water.
Coliban Water also conducts random audits to ensure water is used appropriately, including water taken from standpipes. We appreciate your co-operation in ensuring the requirements of the By-Law are met.
